The study was conducted in Tanzania to assess the effect of human resources management practices on the performance of SACCOS in Tanzania under the moderation role of institutional factors, norms, rules, and incentives. The objective of this study was to examine the effect of staff training and the moderation effect of institutional factor culture on the performance of SACCOS. The study is guided by Institutional theory. It used a positivist research philosophy and a deductive research approach. The researcher adopted an explanatory research design and used a simple random sampling technique. Primary data was collected using structured questionnaires from 143 SACCOS in the Dar es Salaam region. A sample of 143 was selected from a population of 517 SACCOS. Data was analysed using multiple regressions with the assistance of IBM SPSS version 26. The findings suggest that human resources management practices had a positive and significant effect on the performance of SACCOS. At the same time, culture shows a positive and significant effect on training to dependent variable performance of SACCOS. The study recommends that the Government and Tanzania Cooperative Development Commission (TCDC) set policies that will guide all SACCOS in Tanzania to establish a human resource management department to run their financial institutions professionally and ensure that employees are given training.
