Tourism is defined as the temporary movement of a person from their home environment to fulfill various needs during the trip and at the destination (Mathieson & Wall, 1982; WTO, 1999). In this context, institutions, according to North (1990), are the "rules of the game" in society that include formal rules, informal norms, governance mechanisms, and resource allocation systems. Kampung Durian, located in Pakis Village, Jember Regency, is an agro-tourism destination that utilizes local potential in the form of durian fruit to encourage village economic growth. However, the current institutional model has not been able to coordinate stakeholders effectively, thus hampering optimal destination development. The results showed that various factors that have little effect on tourism development are closely related to institutional weaknesses, especially in governance and provision of support. The lack of active involvement of the village government impacts the lack of support from the tourism office and the non-optimal utilization of potential funding from community organizations such as LMDH and KUPS. This condition also affects the affordability of tourism and its long-term sustainability. Therefore, there is a need to redesign a more inclusive and sustainable institutional model to strengthen coordination between stakeholders. The aim is to encourage more targeted and sustainable tourism development, ultimately improving local communities' welfare and economic growth.
