Indonesia’s transition to low-emission transportation hinges on the rapid deployment of electric vehicle (EV) charging infrastructure, particularly in provinces like West Java that exhibit both high urban density and emerging EV demand. Despite national commitments outlined in Presidential Regulation No. 55/2019, the current pace of infrastructure rollout lags behind adoption trends, with significant spatial inequality and underutilization outside metropolitan areas. This study proposes a strategic framework to accelerate EV infrastructure development by integrating public-private partnership (PPP) with data-driven planning and stakeholder alignment. Employing a qualitative case study method, the research synthesizes insights from regulatory documents, industry reports, and semi-structured interviews with stakeholders across government, utility providers, private investors, and end-users. The analysis is guided by multi-level strategic tools, including PESTEL, VRIO, SWOT-TOWS, and STP frameworks. Findings reveal that the state-owned utility faces key challenges in scalability, partnership models, and digital readiness, while private sector actors express hesitation due to uncertain return on investment and policy fragmentation. The proposed framework emphasizes differentiated strategies based on regional profiles, such as urban fast-charging deployment via CAPEX-sharing schemes and rural outreach supported by government-backed initiatives. The study recommends repositioning EV infrastructure as a consumer-centric and sustainability-driven service underpinned by integrated platforms and incentive alignment. Ultimately, this research contributes to the discourse on energy transition by demonstrating how state-owned enterprises in emerging economies can leverage strategic partnerships to drive public infrastructure transformation without compromising service equity or institutional Accountability.
