Abstract:

The article presents a comprehensive scholarly perspective on green economic development in Hanoi. This global trend is a necessary response to pollution reduction, resource conservation, and climate change mitigation. As the economic and political center of Vietnam, Hanoi faces rapid urbanization and serious environmental challenges, including air pollution, water contamination, and ineffective waste management. This study proposes strategies for fostering innovative green industries, aiming for economic growth that harmonizes with environmental protection and improved quality of life. Hanoi has implemented the “Green Growth Action Plan” for the period 2021–2030, with goals to reduce greenhouse gas emissions per unit of GDP by 30% by 2030 and to achieve net-zero emissions by 2050. The transition to a green economy offers tangible benefits to the city, including economic gains (cost savings, market expansion, and high-quality job creation), social improvements (enhanced quality of life and public health through expanded public transportation and green spaces), and environmental protection (reduced greenhouse gas emissions, and effective treatment of wastewater and solid waste). To advance green economic development by 2030, the article proposes six key solutions: (1) improving institutional and policy frameworks, (2) developing green infrastructure by promoting public–private partnerships (PPP), (3) restructuring economic sectors toward green transformation, (4) enhancing state governance and policy oversight capacity, (5) fostering social equity during the transition, and (6) strengthening international cooperation and integration. These solutions serve as strategic guidelines for positioning Hanoi as a “green, smart, and modern capital” by 2030.
