Abstract:

India's banking system is a layered, complex structure, where Urban Cooperative Banks (UCBs) hold a distinctive and vital position. Unlike traditional commercial banks focused on profit, UCBs are founded on cooperative principles emphasizing mutual support and democratic governance, making them naturally aligned with the goal of financial inclusion. This study delves into the diverse roles UCBs play in advancing financial inclusion and driving economic growth in India, with a specific focus on the years 2021 to 2025. Drawing on secondary data from sources like the Reserve Bank of India (RBI), the Press Information Bureau (PIB), and scholarly journals, the research examines the sector's growth, financial stability, and inclusion indicators. The findings reveal a robust performance by UCBs, marked by better asset quality-evidenced by a decline in the Gross Non-Performing Assets (GNPA) ratio to 6.2% by FY25. Additionally, the sector saw healthy credit growth of 6.7% and deposit growth of 5.2%, outperforming previous years. UCBs have also made notable contributions to the national Financial Inclusion Index (FI-Index), which reached 67.0 in March 2025. By extending affordable loans to Micro, Small, and Medium Enterprises (MSMEs) and the informal sector, UCBs act as important drivers of local economic progress. Nonetheless, challenges persist, including governance complexities, technological shortcomings, and rising competition from Small Finance Banks (SFBs). The paper concludes with policy recommendations aimed at reinforcing regulatory frameworks and enhancing technological capabilities to ensure UCBs remain pivotal in India's economic journey toward becoming a $5 trillion economy.
