Financial inclusion is widely regarded as an important pathway towards inclusive economic development because it enables households to save securely, access affordable credit, receive payments, manage risks and participate more effectively in the formal economy. India has made substantial progress in expanding formal account ownership and physical and digital banking infrastructure. Nevertheless, the existence of a bank account does not automatically imply meaningful financial inclusion. Rural communities may continue to face barriers related to distance, limited infrastructure, inadequate financial literacy, documentation requirements, irregular incomes, distrust, digital exclusion, social norms and difficulties in obtaining formal credit. This qualitative protocol explores these barriers through a systematic thematic review of the academic literature and policy papers, with a focus on those living in rural and understudied populations. The coding entails 6 interconnected themes comprising first a physical and infrastructural barriers, second the perceived financial and documentation constraints;following third are financial literacy and digital skills gaps; next fourth is trust and perceived risk; fifth socio-cultural barriers; lastly limitations in effective usage of formal credit. The paper contends that financial inclusion is not just having an account but ongoing, affordable, safe and effective access to appropriate financial services.
